Meeting Minutes

The regular monthly meeting of the Dorrance Twp. Board of Supervisors was held on Monday, March 11, 2024. Present were Mr. Zane, Mr. Wengrzynek, Mr. Gallagher and Atty. Logsdon.

Mr. Zane opened the meeting with the Pledge of Allegiance and announced the meeting was being recorded.

Mr. Zane asked if there were any public comments on agenda items only to be voted upon by the Supervisors at this meeting. Dave Greene, Blue Ridge Trail, asked if Dave Dixon & Sons were paid twice since they are listed on the bills to be paid twice for the same amount.

Mr. Gallagher made a motion, seconded by Mr. Wengrzynek to accept the minutes of last month’s regular meeting. All voted aye. Mr. Zane made a motion to accept the cash report, seconded by Mr. Wengrzynek. All voted aye. Mr. Gallagher made a motion to pay all bills as presented, seconded by Mr. Zane. All voted aye.

The zoning report was read. The Planning Commission report was read. The Roadmaster report is on file.

Atty. Logsdon said the LSA grants should be awarded in March. I am in process of reviewing outdated and irrelevant ordinances that don’t really align with our Comprehensive plan and I will review my findings with the Supervisors when I’m done.

The Fire Co. and ambulance reports were read. There was no EMA report.

The following announcements were read: The next monthly meeting will be held Monday, April 8, 2024.

The Township is still in need of an Emergency Management Coordinator. Contact the Secretary or a Supervisor if interested.

The Fire Dept will be holding their big country breakfast buffet on Sun., April 21 from 8 am to 1 pm. Price is $10 for adults, children 6-12 years of age is $5 and children under 5 are free. Take outs are available. Menu includes eggs, pancakes, sausage, French toast, ham, home fries, coffee, tea and juice. There will also be a bake sale and raffle baskets. Please come out and support your local Fire Dept.

CORRESPONDENCE: A letter was received from the Dorrance Twp Vol Fire Dept advising that the $20,000 donation in 2023 was used for debt reduction, building and vehicle maintenance and personnel training. Thank you for your generous donation.

A letter was received from the Dorrance Twp Vol Fire Dept asking for approval to attend non-emergency events and activities. The list is for all units: fire trucks, rescue vehicles, ambulance unit and the personnel to man them. We also ask you grant permission to our Fire Chief or Assistants to authorize our attendance at these and other functions that might arise. Thank you for considering our request.

2024 Officers are: Frank Tencza President, James Rowlands VP, Valerie Zane Fire Dept Treasurer, Janet Jones Fireman’s Relief Treasurer, Joan Rinehimer Secretary.

Mr. Wengrzynek made a motion, seconded by Mr. Zane to approve non-emergency events and allow the Fire Chief or Assistant Chief to authorize attendance at other functions that may arise. All voted aye.

A letter was received from Mountaintop Area Little League requesting use of the fields for the upcoming season from March thru October, 2024. As in previous years we will cooperate with other groups who are also using the fields. Attached is a copy of our liability insurance policy. Thank you for your cooperation in helping us make this year another successful season for our area’s children.

Mr. Gallagher made a motion, seconded by Mr. Zane to approve Little League use of the fields for the 2024 season. All voted aye.

OLD BUSINESS: None

NEW BUSINESS: Mr. Gallagher made a motion, seconded by Mr. Zane to approve the Fenstermacher (F&F)/Rinehimer reverse Subdivision per the Planning Commission recommendation. This a reversal of the Subdivision completed a few years ago of 2.05 acres. The Rinehimer’s were contacted by the County Assessor’s office that they violated their Clean and Green agreement and a substantial penalty was owed. This Reverse Subdivision is being done to eliminate the roll back tax and allow the Rinehimer’s to re-enroll in Clean and Green. A verbal waiver of taxes has been received from the County, School and Township. The original 1 acre Fenstermacher property will be returned to its original dimensions and area. All voted aye.

Mr. Wengrzynek made a motion, seconded by Mr. Gallagher to purchase a 2024 Ford Fleet Superduty F550 truck from Coccia Ford. The Costars purchase price is $56,880.00. All voted aye.

Mr. Zane made a motion, seconded by Mr. Gallagher to approve the 2024 Easter Egg Hunt. The event will be held on the Municipal grounds on Sat., March 23 starting at 1 pm. The hunt will go off at approximately 1:30. The Easter bunny will arrive on the fire truck prior to the hunt. Join in on the egg hunt and listen to the music. Ages newborn to 10 years of age are welcome. Please sign up with the child’s name and age at the Municipal building, Fire Dept or KVAL. Sign up cut off is March 16. The event is put on by Dorrance Township, Dorrance Twp Vol Fire Dept, Dorrance Twp Vol Fire Dept Auxiliary and our wonderful sponsors. Be sure to bring your camera to take pictures with the Easter Bunny. Anyone wanting to make a monetary donation or donate candy can drop it off at the Municipal Building during business hours or contact a member of the Fire Dept or Auxilliary. All voted aye.

Mr. Wengrzynek made a motion, seconded by Mr. Gallagher to donate $1000 to the 2024 Easter Egg Hunt. All voted aye.

PUBLIC COMMENT: By citizens and taxpayers of Dorrance, on matters not appearing on this agenda, the Supervisors will be available after the meeting to address questions and concerns by citizens and taxpayers.

Mr. Wengrzynek commented and recommended replacing the back stops in the ballpark.

Atty. Logsdon commented on people recording police & fire calls for YouTube and being aggressive and intrusive to the people working the scene. Also, they may try to do the same with the road crew or Secretary.

Jeff Kotarsky, fire chief, also commented on the fact that there are safety and privacy issues on emergency scenes that these people don’t seem to care about. Doing our job needs to come first.

Dave Greene, Blue Ridge Trail asked about the road work plan for this year and what other projects were planned with the amount of money in the bank.

Also, what is the recycling building being used for since we’re not recycling.

Mr. Gallagher made a motion, seconded by Mr. Zane to adjourn at 7:51 pm. All voted aye.

After the meeting, Jamie Walsh who is a candidate for State Representative in the 117th district introduced himself and gave some info on his background and his goals should he win the 2024 Election.
